Legislation

ARCA is actively engaged in the legislative process. We review bills through our Legislative Committee to look at how they affect the developmental disabilities service system. Depending on various factors, ARCA will support, oppose, comment on, or track such bills. We also provide written and public testimony, including on Budget issues.

We also summarize our system’s Budget “trailer bill.” This type of bill deals with all the changes to state law needed to legally implement policies proposed in the Budget. Unless otherwise specified, its various sections go into effect on July 1st. These bills usually are passed immediately after the Budget, “trailing” behind it. Our list of tracked bills is broken into three sections, based on the type of position (if any) ARCA has taken.

Bills ARCA tracks

    • The bills below are separated into four groups –

active

    • bills ARCA supports, active and inactive bills ARCA has an “oppose,” “concerns,” or other formal position on,

active

    • bills ARCA is tracking with no position, and currently inactive bills ARCA either supports or tracks with no position. If an inactive bill’s status changes, it will automatically be moved to the correct “active” location. For these purposes, a bill may be inactive because it has failed a legislative deadline, been held in committee, or been either vetoed or signed into law by the Governor.
